legal expectations. This is why institutions such as the United Nations are often instrumental in forming and policing international law; as a forum where world leaders can meet on neutral
territory and air grievances, it also provides a meaningful way to develop consensus over international legal standards, and also to enforce them through the passing of condemnations and resolutions. One
such event happened just in the last few days, which sheds light on the importance of international law and its interpretation: the shelling of Turkey by the Syrian government. Effectively,
what happened in this case is that the Syrian government, in the course of waging its internal civil war against rebel forces in its own country, launched explosive shells at
targets across its own national border, into Turkey. The bombings resulted in the deaths of five Turkish civilians, all of whom were "women and children" (RAPSI News, 2012). This act
exacerbated long-standing tensions that had existed because Syria has condemned Turkeys implied support of the Syrian rebels efforts to overturn the Assad regime. The reason why this story enters the
auspices of international law is because the United Nations has chosen to adopt the perspective of international law in order to issue a condemnation against the actions. On October 5th,
the "UN Security Council unanimously strongly condemned the Syrian armed forces for having violated international law, and called out the Assad regime for its failure to respect Turkeys territorial sovereignty"
(RAPSI News, 2012). This casting of the event as an issue of international law is what first brought it to my attention. Speaking directly to Syrian leaders, the UN
described their tactics as having a "grave impact" upon "the security of its neighbors and on regional peace and stability" (RAPSI News, 2012). In particular, they evoked the legal standard
