need really is, they want more prisons to be built (Schlosser, 1998). It is not a conspiracy, it is a confluence of special interest groups and individuals that has
led to constant construction of prisons. There are many different and varied interests represented in the confluence. Politicians from all parties use the fear of crime rates and violence in
prisons to get votes. Many prisons are built in rural areas where the construction will bring jobs so they are in favor. Private companies get part of the $35 billion
spent on prison construction, materials, supplies, etc. each year. Government officials can brag to their constituents they are containing crime by building more prisons. These are some of the external
stakeholders who benefit from prison construction. When prisons are overcrowded, there is more violence (Homel & Thompson, 2005). The solution has consistently been to build more prisons. The internal stakeholders
are inmates and all officials and staff members, if violence is reduced by less crowded conditions. External stakeholders have made operations more difficult for prison officials. The California Correctional
Institutional facility is a good example. California found that violence was reduced if they separated Hispanic and Black prisons but the Supreme Court ruled they could no longer follow this
policy. Since integration, there has been more violence (James, 2009). Gang violence has both internal and external stakeholders. The internal stakeholders are those inmates involved in drug using and pushing.
External stakeholders are their counterparts on the street (Katz & Webb, 2006). Inglewood, California is a good example because it is a hotbed of drug activity. The external and internal
