the stagnation or decline if an economy. Interest rates are a tool used to help manage the development of an economy. In the US the decision are made by the Federal Reserve. In order to ascertain what movements may be necessary in interest rates the Federal Reserve need to look at movements that are taking place in the economy, identifying any potential trends to use as leading indicators. The Beige Book is a publication issues by the Federal Reserve that looks at the performance of the economy though different sectors of the economy. In the September 2004 the consumer spending was seen as mixed. The overall pace of spending was slowing down, some goods were still in demand and sales were above the former year, such as computers and womens wear, other areas of the economy such as cars in some areas were noted to have sluggish sales with the levels of inventories growing. Some process were being pushed up due to high oil prices. The manufacturing output was also noted as being up, most areas are noted as improved, especially strong in areas such as aerospace. The real estate and housing market are appearing to show some signs of cooling, but the construction industry is still showing growth and house process are still increasing. In the rented accommodation sector many areas have high levels of vacancies and low rent levels. Agriculture saw mixed results due to weather conditions and continued high prices of oil are encouraging oil exploration activities. The financial sector was also showing some improvement with loan levels and loan quality both improving.
