were attacking this nation with its own aircraft. However, often times, the higher the stakes are for the success of intelligence operations, the easier it is to override those constraints.
For example, during the Second World War, when the Japanese were fighting American and Allied forces in Pearl Harbor, Office of Secret Service insiders conducted operations that were based on
the principle that anything had to be done to get the necessary end result of adequate intelligence. Many nations, when dealing with war and conflict, will go above and beyond
to secure the international intelligence they need to accomplish a specific mission. It is evident that the events of September 11 created a sufficient impetus for this kind of no
holds barred approach to seeking international intelligence. One good example of what has supported this approach is the USA Patriot Act, which has diminished Americans rights as citizens because of
