also utilised by those who break the law. Technology can be a resource that will aid the integration of intelligence into the criminal justice systems operations at different levels. However,
the use of intelligence may also be a controversial subject. The discussion on whether or not it should be integrated may be seen as one of facilitation, cost savings and
increased efficiency against the right to privacy, the potential constraints it may place on an investigation. In Australia the use of intelligence is already in existence in each of
the three arms of the criminal justice system. The investigative, adjudicative and penal/correctional all make use of intelligence to some extent, the advantages have been seen to outweigh the disadvantages.
It is perhaps with the potential for higher integration in the investigative area that the most controversy exists. The discussion here is that the budgets are limited, funds need to
be accounted for an results need to be gained more efficiently. With the need to catch criminals and maintain tight budgets, the way in which the information is gathered and
then stored with little public concern has been a secondary concern. In this paper it is the investigative arm that is concentrated on, and intelligence gained is assumed to be
from open source information unless otherwise specified. For the argument to be in favour of using integrated intelligence there need to be advantages that outweigh, or justify the disadvantages.
In looking to the value that an integrated intelligence system could bring this may be the case. With its ability to bring value that would otherwise be lost.
