Von Huben 9/2010 Please Introduction On October 12, 2000, terrorists exploded a bomb against the hull of the USS Cole, killing 17 American sailors and wounding 38 others. This paper considers why no one in the American government or the intelligence community saw the attack coming. Discussion The attack against the Cole came "within hours of the lynching of two Israeli soldiers in Ramallah," suggesting that the message for America was that it was at fault for the "collapse of Middle East peace" (Ratnesar, 2000). President Clinton, speaking shortly after the attack, vowed to "find out who was responsible and hold them accountable," a statement that he made before; Ratnesar writes that "the numbing familiarity of Clintons statements betrayed a sense of dread about Americas exposure to terrorist attacks and the countrys apparent inability to prevent them" (2000). These prophetic words would be brought home with horrifying force 11 months later, on a sunny morning in September, 2001. But clues that 9/11 was on the way were missed, as were clues that an attack was coming against American ships in the Persian Gulf. A number of factors suggest that the attack had been months in the planning, taking advantage of the ships vulnerability during refueling, a time when such vessels are surrounded by small craft and its possible to get close to such a ship without suspicion (Ratnesar, 2000).
