difficult to change. It is embedded in every employees mind and behavior. The culture incorporates all the written and unwritten processes, procedures and attitudes of every person who works there.
When that organization deals with life and death of the public, an unethical and dishonest culture can have severe effects. A report written by Lumij?rvi and Ursin in 2010 asked
the question: Can a high-performance public organization be highly ethical as well?". This is a better and more insightful question than many people realize. It strikes at the very
heart of public safety agencies and their organizational culture. It also is a direct reference to the fact that the public is demanding public organizations to organize and function more
like private businesses. The old clich?s of public bureaucracies where employees do not perform is no longer acceptable. Public agencies of all kinds must be more transparent and performance
must be expected of every single employee (Lumij?rvi and Ursin, 2010). Public servants must operate ethically, honestly, fairly and with integrity and they must work hard. They must adopt an
attitude of selflessness. The National Conservation Training Center (2010) said that working in public service is a public trust." Each and every person in public service must act with professional
