Discuss this issue. The prescription drug plan that has become Medicare Part D does not supply straight blanket protection or coverage, neither does
it take the form of automatic discounts at pharmacies followed by billing the federal government. Rather, those already qualifying for Medicare must establish a Medicare Part D plan with
a private insurer. Humana is one of those insurers and will be used as the example here. Thus there is no scenario
under which an elderly citizen can receive the benefits of Medicare Part D without being associated with a private insurer. The federal governments involvement takes the form of assisting
with the annual premium required of all taking advantage of Medicare Part D and with the cost of prescription drugs purchased under the plan. The role of the private
insurer is to administer the benefit and deal with both the insured and the pharmacies the insured uses. There are several plans available from which individuals can choose, but
most of the differences between them rest on the types of drugs covered under each specific plan. The mechanics of each plan are uniform across the system.
Table 1 provides an overview of how the system will work regardless of plan chosen or individual circumstance. The only difference that individuals can
