a four-year college has not yet offered distance education courses but they want to establish such a program, the following offers helpful information. One issue that must be addressed
is resources. One professor noted that "The technology is expensive, and although tech costs tend to decrease with time, the newest innovations carry high price tags" (AACN, 2000). It is
helpful for program planners to seek grants to help fund the initial set up. This is a four-year college that offers a typical array of programs, including graduate level programs.
The college has multiple purposes for initiating Online education programs, such as: keeping up with the times, i.e., reputation, increasing student enrollment, providing alternatives to working students and potential students
who live in rural areas, the option to offer specialized course. Best practice suggests that the specific courses to be offered be decided at the departmental level (American Federation of
Teachers, 2000). The number of students that may reenroll in any given Online course also needs to be established by the department. Any prerequisites required for on-campus courses would apply
to the Online courses. There are also intangible resources that must be considered, such as faculty time. One expert commented: "The huge learning curve takes faculty away from their other
missions" (AACN, 2000). Faculty have numerous other obligations, such as research and practice (AACN, 2000). When they are assigned to teach Online courses, more time is needed to meet the
