weapons pose the greatest threat to the public, information security could potentially dwarf the overall impact of such attacks. Also, information technology can enhance the capture of terrorists and can
assist a terrified public in a variety of ways. In fact, the Internet has been underutilized as a tool to truncate death and destruction by terrorists. Although biological warfare
has begun, and it cannot be transmitted by email, that does not mean that email is safe, nor does it mean that the Internet, or other forms of technology, cannot
make a difference in fighting the war on terrorism. It can. Part of the reason why people do not realize the importance
of information technology as a tool to combat terrorism is simply because they do not understand its capabilities. It can identify people by their irises, morph photographs into known fugitives
or catch a glimpse of a suspect on a hidden videocam. Yet, while this is the case, people are also afraid to give up their privacy. They do not want
to allow Uncle Sam into their email, into their bedrooms or even into their personal lives as it exists on the street. But in this new, unknown world where terrorism
lurks, information technology can help to ward off future attacks and should be used. In such a world, civil liberties have to take a back seat and this is essential
