have begun to set themselves apart and attain greater efficiency of processes. This paper will explore the multiple levels at which such technology must be integrated into an organization in
order to achieve market differentiation; the tactical, the strategic, and the operational. One key role which plainly demonstrates the value of information systems to a modern competitive organization is
that of the J2EE developer. While the development of mainframes and information systems architecture at the top level is vital for an organization that is dependent upon the efficient flow
and retrieval of information, the use with which users can interact with the system depends upon the efforts of developers who create interface paradigms. A J2EE uses the Java platform,
transmigrated to a server and mainframe environment, to create applications that allow end users to interface with information systems, most often through the emerging technology of "web service applications" (Kumar
& Babu, 2011). Some studies have been conducted which assert the value of this approach, especially when coupled into a "multi-tier architecture system" utilizing semantic web services as well, such
that users across the system can access information remotely, from any connected terminal, without ever artificially centralizing information in the same way that would have once happened in a paper
environment (Kumar & Babu, 2011). In other words, a J2EE developer in such an organization fulfills the role of practically optimizing the inherent benefits of a well-structured information system.
Notably, such a role is only one small fragment of the spectrum which proper integration of information systems requires. The role of a J2EE developer is largely tactical, in that
it deals with the day to day realities of maintaining the network, ensuring access, and tweaking systems for optimal performance as needs arise. This is in contrast to a more
