could enter into agreements with companies or individuals with a level of necessary openness. This kind of ideal in regards to how the information would be accessed and used
was a central part of the problem when ChoicePoints databases were breached. ChoicePoint viewed their business model as one that was defined by the need for a level of
openness in a society that would inherently make the world a safer and more secure place by ensuring the accuracy and completeness of information that could be accessed about any
given individual. The company cited examples like the open access to information for the banking industry, which would reveal a persons poor credit history, foreclosures, or criminal records which
could inform bank decisions, improve the security of bank funds, and reduce costs to the general consumer. In the same manner, though, the information collected by ChoicePoint could be
detrimental to individuals. For example, if a person committed a crime in their youth and served their time, that criminal record would be a part of the permanent file
with ChoicePoint, and could follow them for the rest of their lives. Similarly, poor credit choices, problematic marital conditions that resulted in unpaid bills, or other choices early in
life could have a lasting impact on how individuals are perceived. The other possible harms relate directly to what occurred when ChoicePoints databases
