The evaluation of the function of IT and the nature of IT investments is a significant consideration in the transportation industry. In essence, IT-related issues,
including the effectiveness and productivity of outcomes related to IT investments, must be assessed prior to making these investments (Van Grembergen and Van Bruggen, 2004). One of the major
flaws in the assessment of IT investments is that technological change is always beneficial and the utility of technological change can always justify the costs involved (Robson, 1994). As
a result, analyzing factors other than a balance between cost (investment) and return on investment (ROI) must be a part of the decision-making process.
Senge and Carstedt (2001) argue that the industrial age has ushered in a period of economic focus, one that focuses on social capital and harvesting resources to create
financial gains. Technology has simply been devised in order to promote further economic development in this manner. They further argue that a number of movements have suggested some
changes in the way in which the postindustrial age has addressed basic economic conditions, including the introduction of things like ecoefficiency (Senge and Carlstadt, 2001). At the same time,
it can be argued that these elements relate to more than just the bottom line; they require an understanding of the elements that impact productivity and efficiency (Dickson and Wetherbe,
