emerged over time, and the evolution of these nations makes for an interesting way of perceiving history. In this regard, Pennington (1989) and others, specifically Weidenfeld and Nicolson (1967),
have reported the theories of Michael Roberts, a British historian, who proposed that this evolutionary process of feudal states evolving into nation-states was greatly aided by what might be termed
a "military revolution." This "military revolution" started around 1560 and continued over the next century (Parrott, 1992). According to this view, the practically continuous warfare of this century, the
Thirty Years War, etc., brought about changes in the military structure of the time which caused it to evolve, more or less, into the structure which we know today. This
theory, while it offered an intriguing interpretation of military change and its relationship to success on the battlefield, encompassed a wider scope that has much larger ramifications. Specifically, Roberts
demonstrated links between warfare and state development (Parrott, 1992). Tightly argued and concise, Roberts outlined clear stages that progressed from purely military concerns towards "issues of state-formation, national identity, centralization
and bureaucracy (Parrott, 1992; p. 21). Indeed, a look at the histories of France, Russia, and Prussia all point to a build up of military power as significant to the
