shows that the negative effects of poverty are devastating (Evans, 2004; Belle and Doucet, 2003; Caughy, OCampo and Brodsky, 1999). Numerous policies and programs have been initiated over the last
few decades in an effort to minimize the damage of this condition. Efforts seem to have the greatest chance for success when the program is very localized, such as that
reported by Caughy, OCampo and Brodsky (1999) in Baltimore City. It is important to look for something that could be done immediately but that would have a long range impact
on a large number of people living below the poverty line. One of the discouraging factors for welfare recipients is that they are not able to find good childcare for
their children if they go to work. Furthermore, most of them would be taking low wage jobs so they would not even have the resources to pay for good care.
Belle and Doucet (2003) reported that a very small percentage of people who qualify for child care subsidies have received them. They report that states are sitting on $7
billion that were supposed to go to these families. The Federal Government needs to enforce the regulations that require states to use those funds in the manner in which they
were intended. There is a law that requires states to distribute federal funding towards its earmarked purposes. If the law is violated, the Feds can actually stop all funding to
that state: "Lead Agencies must use CCDBG Recovery Act Funds for child care services on a sliding fee scale basis, activities that improve the quality or availability of such services,
and other activities that realize the goals of the CCDBG Act" (Department of Health and Human Services, 2011). If the states are not using these billions of dollars for welfare
