sounds, which is that all children, regardless of where they live or of what ethnicity, race or religion they are, will have an equal opportunity to a good education. Although
in the United States many people suggest that this is the case, that all children do have an equal opportunity to a quality education, this is not entirely true.
Of course, all children are not only entitled but are obligated to receive at least a "free" cursory education from one of many states educational districts. But while the education
is free, the truth is that it is paid by property tax dollars, not a stipend from the federal government--although they contribute to an extent--and so, education, to a large
extent is dependent on the wealth of the community that funds it. There have been many arguments throughout the history of education suggesting that this type of arrangement is not
fair and that the wealthier districts invariably get better schools. Kozol, in his book whose title succinctly brings the point home, that education is not fair, is called Savage Inequalities.
In it, Kozol quotes a teacher in a predominately black and Hispanic school as telling her pupils the following: "We are in the age of the computer. We cannot afford
to give you a computer. If you learn on these typewriters, you will find it easier to move on to a computer, if you ever have one" (139). Kozol, in
this work provides other examples of inequities that occur both within school districts and between districts. The latter predicament is easy to display as there are many examples of one
district, for example, getting more than another due to the wealth, or lack of it, of each . This author, unlike others who have not had as great an impact,
