be identified. The first indicator was the resistance in a group of primary stakeholders that would use the system, for example the community based independent physicians. There was a high
level of concern over the way that the clinician provider order entry system (CPOE) would impact on their jobs and increase their workload as the system would replace the current
verbal system. This was never addressed and the resistance was never overcome, this resulted in many of the independent physicians moving their business to the alternate heath system that was
available and was not making the move to a CPOE. Ignoring a problem is never a solution, in most models of change, prior to a change taking place those who
are involved in the change need to be worn over. To eliminate or reduce this barrier communications with the physicians, and other stakholders who were resisting, addressing their concerns, ensuring
that they understood the benefit and answering their concerns; effectively the physicians opposing the change needed to be won over (Huczynski and Buchanan, 2007). The second indicator was the
implementation schedule. The project was planned over a period of 18 months, this was to implement the project over all 8 facilitates; as a former, but more simple, IT project
took 2 years this should have been a warning sign. The two year time scale was only for the introduction of email, and for a project that was widely supported,
as such the time scale may be seen as unrealistic. The initial planning stages should have undertaken a higher level of analysis and scheduling to allow a longer time period
