The exact nature, role, responsibilities and accountably of the police services will vary between different countries and their relevant jurisdictions. In a 1996 report by an independent inquiry set up by the UK Police Foundation and the Policy Studies Institute looked at the role of the police with the aim of defining it. Looking at different definitions it was noted that none were perfect and all had some issues. The definition by the Sheehy Inquiry into Police Remuneration and Rewards identified four main aims inherent in policing as preventing crime, pursuing and bringing to justice individuals who break the law, maintaining the Queens peace and to protect and reassure the community (Anonymous, 1996, p.xi). The White Paper on Police Reform took a different approach, stating that it was priority should be fighting crime, where it was noted this is a duty that should be shared with local communities (Anonymous, 1996, p.xi). This is a generalized but much shorter definition. The independent inquiry resulted in the broadest definition, the role is to fairly and firmly uphold the law, the role was also to prevent crime, to keep the peace, to pursue and bring to justice those who break the law and the reassure the community, with the role being fulfilled with integrity, sound judgement and common sense (Anonymous, 1996, p.xii). The role of the police service is therefore very board, and it is apparent that there are number of different key aspects within that role where there is a requirement for a diversity of resources and different targets.
