Though it would be desirable to have additional housing ready now, the market remains strong enough that developers still seek to create more housing units and new commitment to inclusionary housing is likely to create more affordable housing units in the short-range future than in all of the years the programs have been operational. Most cities have recognized inclusionary housing practices for several years - San Francisco has had an inclusionary housing ordinance since the early 1990s - but to date it has
not been as effective as probably it could have been during the housing boom of the 1990s. Even so, it appears that the problem lies with administration rather than
with the concept. In the Maryland county where the practice originated it has been quite successful. Housing price pressures gain the greatest
attention, but affordable housing too often is a euphemistic reference to tucking away low-income citizens in areas that others view as undesirable. Some even have been found to be
physically hazardous. The bottom line for California is that inclusionary housing practices can be much more effective. It appears that at least San Francisco is focusing on increasing
