joint position statement on early childhood education inclusion programming, both reflected the need to define appropriate programming for children with disabilities as a priority in early childhood education. The
DEC/NAEYC (2009) joint statement identified the fact that children with disabilities are no longer excluded from society, in contrast to just 30 or 40 years ago, when they were frequently
institutionalized or hidden in family homes. Children with disabilities interact, play and learn in environments with their non-disabled peers, and this has become an important focus in the educational
setting. "The notion that young children with disabilities and their families are full members of the community reflects societal values about promoting opportunities for development and learning, and a
