As a result of the declining enrollment, a number of options have been considered. First, some educational specialists have considered the merger with nearby specialist schools in order to
provide services for those students in greatest need. Second, some have considered inclusion programming or the placement of these learners in local primary and secondary schools. Finally, partial
inclusion, in which students with special needs participate in some classes in the regular education setting and some self-contained classroom activities, has also been assessed relative to the views in
the current literature. Assessing inclusion literature and the differing perspectives on the issue of inclusion will provide a means of understanding the debate that influences educational decision making and the
impacts for special needs learners. In conjunction, educational theorists also propose to assess what is best for the student population as a whole, both special needs learners and regular
education students. The concept of inclusion is not new to Special Education and arguments over the value of inclusion usually focus on the difference between inclusion, or mainstreaming and
full-inclusion programming philosophies. Most Special Educators argue support for mainstreaming, in which Special Education students receive some programming in traditional classrooms, but controversies over full-inclusion for children with severe
and profound developmental and physical disabilities has been at the heart of modern debates. In understanding the existing arguments, then, it is valuable to view the background of this
issue and some of the articles in the current literature, which provide an interesting view of the issue of inclusion. Background Parent involvement, current legislation and educational philosophy have
