For whatever reason, the number of juvenile offenders appears to be increasing. Whether there actually are more juvenile offenders now; more are being caught; or there merely
seems to be a greater number now than in the past, local detention centers can be hard-pressed to make room for them. Many states have been practicing early release
of adult criminals in response to prison overcrowding, and judges in these states are reluctant to sentence an individual to jail for a relatively minor offense.
The community of Laredo, Texas is considering constructing a "Youth Village" juvenile detention center. The center would provide enough housing for a high number of offenders
sentenced in the local area, and the local budget is such that the county and state together can deal with the cost of supporting detainees. The purpose here is
to argue in favor of construction of the Youth Village in Laredo. Rationale for Detention It can be difficult to determine that juvenile
offenders should be "put away" in what amounts to a prison environment where it is highly likely that they will have opportunity to learn illegal skills with which they did
not enter the facility. Further, these individuals are children, after all, and what most thinking, caring adults want to do is to nurture them out of their deviance.
Among juvenile offenders, it is much easier to place blame on the nameless, faceless "society" than on the individual committing an offense. Adults are supposed to be accountable for
