which provides security at airport terminals across the country, but in a manner that has been termed invasive by some, and which has had arguable effectiveness. With this in mind,
it is important to investigate the various ways in which aviation security can be strengthened at the structural and process level, rather than through the tactics common employed by the
Transportation Security Administration. This paper will explore some of these strategies in depth. In general, there are two key considerations that are taken into account when developing landside and terminal
security systems in aviation security. The first of these is the reliability of a security system. A security system that is effective only 90% of the time is functionally useless,
as it can become possible for intruders to recognize the windows of ineffectiveness and exploit them. Therefore, it is essential to have at least one layer of security that is
effective 100% of the time. One common approach to establishing a 100% effective and reliability security layer is to strengthen perimeter control at facilities (Transportation Security Administration, 2004). This is
handled in a variety of ways, from the obvious method of constructing superior perimeter control devices such as fences along the borders of property and surrounding high security areas of
a facility. However, the perimeter can also be controlled obliquely through employing measures to actively discourage breaches, such as superior lighting in all areas of a facility, or implementing a
