As organizations increase in size there are increasing pressures in their resources. The initial attention is usually focused on the primary output of the organization, with attention paid to
the way in which capacity may be increased while retaining the quality. This is the same for both tangible and intangible goods. In all cases for the production to increase
and to adapt there needs to be attention paid to not only the primary outputs, but also to the support functions, it may be argued that this is even more
important for services where the underlying support is likely to have an impact on the service delivery. When looking at the education industry and the way universities in the
UK are providing their services, it may also be argued that there are other pressures making themselves felt that are having an impact on the way service is delivered. The
fee system in the UK has changed and costs have increased, with students having to pay for more for their education, often through loans. With students paying a large amount
for their education, often in excess of ?3,000 per annum, they are expecting to get value for money, which means not only the education itself, but quality support services.
At the same time there are budget cuts and universities are having to assess the way support services are provided, this places a pressure on those which are deemed to
be cost centres rather than profit centres, to become more efficient as well as to cut costs. One area which has been problematic for many universities and other public bodies
has been the support services, such as cleaning and maintenance. These are essential services, but the pressure for cost cutting at the same time as increasing demand as a result
