improve the countrys elementary schools on a variety of fronts. Charter schools have increased in popularity as both citizens and policymakers search for ways to improve education in the
US. While research has focused on comparing charter schools to pubic schools, little attention ha been paid as to whether or not the existence of charter schools has created a
market-like environment that is capable of generating improvement in public education. Therefore, Bohte (2004) designed a study to examine this question and found that charter schools aid in bring about
stronger performance gain for low-income student attending traditional public schools. Salisbury and McGregor (2002) point out that the inclusive education movement, which brings disabled children into mainstream classrooms, is
designed as a school-wide improvement approach. Due to this factor, these researchers examined the administrative climate and its context in five inclusive elementary schools. This research indicated the critical nature
of leadership is to promoting school improvement and achievement in this context (Salisbury and McGregor, 2002). Public officials generally agree on the importance of promoting reading as an
essential skill. Recognizing this, the Maryland state legislature allocated $12 million over a four year period to improve that states elementary school libraries. In reference to this initiative, Kerby
(2001) examined the science and technology books in eighteen Maryland elementary schools in eighteen districts. In many cases, this study found that the books available did not match preferred titles
and were out-of-date. Suggestions are offered based on this data for improving school libraries nationwide (Kerby, 2001). Researchers are also exploring methods for improving student memory and teacher pedagogy.
