One core function of the community college always has been academic education; another has been vocational training. The Bureau of Labor Statistics notes that while those core functions remain, the role of the community college is more comprehensive today than in the past. There has been a "gradual shift toward vocational education, job training, and programs catering to the community" (The changing role of community college, 2003). In the past several years, community colleges in the Tampa area have had increasing difficulty in achieving and then maintaining targeted graduation rates. Graduation from a community college gains an Associates degree, a two-year degree that rarely is seen as a terminal point. Its primary purpose is to ready the community college student for a four-year degree at another, larger college or university. Much of the early effort in a degree program is remedial, however, a problem that Gwen Stephenson, president of Tampas Hillsborough Community College (HCC), says has only worsened over time (HCCs Poor Graduation Rates, 2007). Improving Graduation Rates As the Bureau of Labor Statistics notes, the community college fills many roles in the local area. HCC alone "certifies nearly 1,600 students every year in professions and trades" (HCCs Poor Graduation Rates, 2007). Its academic programs are of highest quality, evidenced by its easy approval for accreditation by the Southern Association of Colleges and Schools (HCCs Poor Graduation Rates, 2007). It is regional accreditation that is of the greatest value.
