educational literature indicates that in successful, productive schools, social trust exists "between teachers and parents, between teachers and the principal, and between teachers and students" (Sebring and Bryk, 2000, p. 440). When "trust and cooperative adult efforts are strong," students indicate that they feel "safe, sense that teachers care about them, and experience greater academic challenge" (Sebring and Bryk, 2000, p. 440). Principals promote the development of social trust when they make themselves accessible, demonstrate integrity, articulate values and then consistently conform their behavior to those stated values (Sebring and Bryk, 2000). Schools that have a high percentage of English as a Second Language (ESL) students face specific problems in regards to trust that can be addressed through the use of specific administration strategies, which have been shown to be effective through empirical research studies. One such strategy is the School Development program, which was developed by James P. Comer, as this model has been shown to be effective at increasing academic achievement for at-risk minority students (Johns, 2001). One of the principal ways that the Comer Model generates trust is through the involvement of parents. A Parent Team is made up of volunteers from all of the various groups represented in the study body, that is, there are parents of special needs children, every ethnic background and grade level on the team (Johns, 2001). These parents are deeply involved in school governance. Trust develops and with trust comes students who "exhibit more controlled behavior, are more respectful of each other and follow school rules with less prompting from teachers" (Johns, 2001, p. 268).
