when it became known that he had "sacked his secretary of war, in defiance of the view of the Republican-controlled Senate that civil officers could be removed only with the
Senates approval" (Anonymous PG), the publics approval rating started to plummet. However, the Senate was not successful in achieving majority vote, which effectively thwarted initial impeachment efforts. Said
Republican defector James Grimes: "I cannot agree to destroy the harmonious working of the constitution for the sake of getting rid of an unacceptable president" (Anonymous PG).
