Approximately 700,000 students in elementary and secondary schools in the state took ISAT tests (Division of Assessment, 2004). Schools may voluntarily administer the tests in health and fine arts and in physical development in grades 9 and/or 10 (Division of Assessment, 2005). On January 3, 2005, the Illinois State Board of Education announced a change in the law, which bars the state board "from assessing students beyond the subject areas required under the No Child Left Behind Act. This change is effective immediately. Therefore the 2005 State Assessments will NOT include the writing, social science, physical development/health, or fine arts assessments" (Division of Assessment, 2005). Pursuant to the No Child Left Behind Act, Illinois will begin assessing science performance in grades 4, 7 and 11 in 2005 although this assessment is not required by the Act until 2008 (Division of Assessment, 2005). The ISAT has its foundation in standards developed in the mid-1980s when Public Act 84-126 was passed (Bettis, 2004). This Act established broad goals in six subject areas and also required school districts to establish specific learning objectives and mandated that students in grades 6, 8 and 10 be tested (Bettis, 2004). The Illinois Goals Assessment Program (IGAP) was created to "develop competency-based tests" (Bettis, 2004, p. 239). Committees were formed to develop the tests; they relied on various curriculum standards from organizations (Bettis, 2004). In 1997, shortly after the national standards were published, the Illinois State Board of Education (ISBE) developed the Illinois Learning Standards (ILS) (Bettis, 2004). Numerous sources were used, including national and state standards for the different subject areas (Bettis, 2004).
