It is a problem that is now very well known to industries as well as to ordinary people. Hence, people take precautions, but theft continues to be a problem. How
prevalent is identity theft? In early 2003, the Wall Street Journal reported that the number of such cases had doubled ("Identity-theft," 2003). The FTC in 2003 claimed that during a
period of one year, victims numbered ten million (DAlvise, 2005). That is equivalent to 4.6% of the adult population (DAlvise, 2005). The average monetary loss per victim is
about $18, 0000 ("Identity," 2002, p.68). Estimates vary, but identity theft obviously costs a lot of money for those who have been defrauded in lost opportunities as well as in
