the suggestions made, success is not assured (Newmann & Wehlage, 1995). The report lists an array of choices for struggling school systems and authors include structural reforms such as
shared decision making, decentralization and school choice as well as concepts like "schools within schools" and the idea of flexible scheduling where classes are longer (1995). Teacher teaming is
another suggestion as is a "common academic curriculum" that would be required for all of the students (1995). Finally, other ideas include the reduction of tracking as well as ability
grouping and also, implementing "external standards" for school accountability (1995). The report also suggests new forms of assessment, like the use of portfolios (1995). One can see that, when examining
this topic, that there are a variety of solutions to school problems. Restructuring is equated with a myriad of choices. The report also concludes that the best way to go
about implementing change is to do so through a set of structured areas. These areas are, according to authors, student learning, authentic pedagogy, school organizational capacity and external support (Newmann
& Wehlage, 1995). The argument waged by authors in this summary that references a large report, considers that fact that restructuring is good, but that there is not one
particular solution to the problem. In some way, this is one way of not taking a particular position. Authors are noncommittal. At the same time, the recommendations by authors is
telling and the fact that authors admit that there has not been a precise solution is at least honest. However, when delving into the various suggestions made, there is much
