The task of designing, building and implementing database and hardware systems two decades ago was a large one, but still it was not as complicated as it is in todays more technologically-advanced world that now contains the Internet; servers rather than mainframes; cables leading to destinations other than a computer room; and an insatiable need for bandwidth. The purpose here is to review some of the considerations necessary before attempting to design and implement a new system. Summary of "Spreading the Load of Programming Can Help" This 18-year-old article provides a view of the benefits that collaboration and cooperation can provide. In some respects, the scenario it describes is far removed from those common today. In others, Mill (1986) preserves for future readers the reason for remembering the adage, "The more things change, the more things stay the same." The conditions under which Exeter Universitys programmers were striving to automate systems a department at a time are familiar today. Those involved were uncertain of how to proceed at several points in their journey, and when a clear direction was mapped out, those working on various projects found that they were short-staffed and were woefully short on funds. Other features of the means by which one of Exeters systems was automated are totally foreign in todays environment. It was common for IT departments to be so bogged down in migrating from one hardware system to another that they had no time available for expanding systems.
