When there is a change made which is going to impact on people it is important that way that change will be perceived by those who it impacts on. The model developed by Sanford and Fawcett (1980) was not applied for the development of IT strategy, but the application is parallel. By looking at how this was developed the way it may be utilised with assessment of IT strategies will be apparent. Sanford and Fawcett (1980) used consequence analysis to assess public opinion regarding public policy. They took three votes on the way citizens of East Lawrence community felt regarding the plans for a roadway that had been proposed for the area. In the first two there was support for the roadway, the benefits were seen and these votes had little real consideration. The vote in favour was two thirds of those who voted (Sanford and Fawcett, 1980). Before the last vote took place there was an intervention where the voters were asked to think about the consequences of the action with exercises to make an evaluations of the multiple consequences that could emerge. The roadway had some potentially damaging environmental consequences, which the voter knew about from he beginning but it was only at this stage there was a serous consideration of them. The result was an major shift with the vote going against the proposed roadway with two to one against it (Sanford and Fawcett, 1980). ...
