was sudden horror. Slobodan Milosevic, a fighting warrior who stepped up as the Yugoslavia republic was falling apart, didnt appear to be so kind or benign, as much as he
was a tyrant. Throughout much of the 1990s the world watched in horrified fascination as Milosevic and his Serbs attempted to wrest vengeance for decades of oppression by proclaiming rulership
over Bosnia and Kosovar, systematically doing away with all minorities in an activity they euphemistically referred to as "ethnic cleansing." To say
that the world stood aside and did nothing would be to underplay the years of negotiation and attempted treaties. Still, because of some assumptions in terms of international relations theory
(IR), mistakes were made that likely as not prolonged the conflict. The presence of the UN peacekeeping forces, for one thing (which is in keeping, for example, with realistic theory
of IR), has been thought by many experts to have prolonged the conflict, mainly because these peacekeepers had never run into a situation before as they had in Bosnia.
In this paper, well discuss the situation in the south Balkans, determine what the causes were, and discuss them in terms of IR.
