They were, essentially, never given a break. If they had trouble walking or eating or using their brains, they were segregated from society. They were categorized, classified and otherwise viewed
at a distance. They were shunned, taunted and teased and this would go on within the classrooms of America as well as in businesses. There would be no recourse for
people with disabilities and many would end up on Welfare or some other form of assistance. They could not get jobs. Discrimination was rampant. Laws would be changed to correct
things in the workplace. In school systems, however, there is an even greater expectation that people be treated equitably. IDEA, the law that would level the playing field, had come
about in a time when education was becoming more and more liberal. It would welcome the change and suddenly, students were able to be accommodated and mainstreamed. There had been
much avocation for mainstreaming. People felt it cruel to have physically handicapped children stuck with those who were emotional train wrecks. How could anyone learn if they were stuck with
others who had their own baggage? The idea of the least restrictive environment for learning came about in this context. It was revolutionary. And since IDEA would come to fruition,
there would be changes in the act. It seems as if there is never enough in terms of regulation as it respects schools. It pays to explore IDEA and subsequent
legislative changes, but it also pays to note that IDEA is no panacea. In fact, there has been a great deal of criticism from administrators and parents of "regular" children
