then narrows these and defines them more careful for administrative roles only. The entire plan is one that builds in he current
values and plans of ICANN the aim of ICANN is to ensure that there is a stable environment maintained in the internet maintaining the secure and stable scheme of unique
identifiers. This is an organisation, that by its very nature, has to take a stakeholder approach, due to the wide number of people and needs that have to be brought
together to achieve this goal. The strategies this is seeking to focus on and define further are those strategies that are needed maintain these goals.
Any strategy need to be defined in full so that implementations can be understand and complained with where there are a large number of stakeholders. This prevents
misunderstanding that can occur across different languages and cultures. However, just as the organisation has the values of a stakeholder approach, this is needed for ICANN to achieve its goal,
