health for the past decade. As a part of a healthcare team, I understand the controversies that stem from the current policies regarding abortion services in this country and
approaches that are used to fund abortion services. The use of abortion in this country has become widespread since the legalization in 1973 under the Supreme Court case of
Roe v. Wade. Since that time, over 40 million abortions have been performed, with the largest annual abortion rate of 1.4 million abortions a year in the 1990s (Abortion
Statistics, 2005). The United States has one of the highest rates of abortions in the developed world and the Centers for Disease Control and Prevention (CDC)related the fact that
44 percent of women have had one or more abortions in the past (Earll, 2005). Ertelt (2004) maintained that abortion services have been promoted actively in urban centers and
target low-income and minority populations, creating a kind of modern eugenics. These views support the argument that abortion services should not be conducted utilizing federal funding.
Though these views carry a lot of weight and have been cited by organizations in support of a pro-life governmental stance, the current bill being considered in the House
of Representatives entitled the "No Taxpayer Funding for Abortion" bill (H.R. 3) does nothing to address the problems related to the widespread use of abortion services or the use of
abortion services for targeted populations. Instead, this bill limits the use of abortion funding by those who should be able to seek out and use safe abortions. This
bill integrates wording that limits the funding of abortion services for women who are the victims of rape unless the act of rape can be determined to be especially volatile.
