three is considerable. It is evident that "torture and beatings are exceptional" for level two would not be appropriate here, since there are numerous reports of police brutality and several
of actual torture. Actual political murders would appear to be rare, but it is notable that many of the cases in which the police have used violence against civilians have
been in the context of political demonstrations, which would seem to indicate that there is certainly a political element to such occurrences. In addition, the low level of convictions for
police brutality and the lightness of the sentences where convictions are obtained would strongly suggest collusion by the government and the judiciary in police contravention of human rights.
Country 2: Cuba Score: level three. There is a long-standing history of political repression in Cuba, due to the one-party system, and it is certainly the case that the police
and judiciary are acting with the full backing of the government. However, there seem to be relatively few "disappearances" and even though prison sentences for dissidents are harsh and prison
conditions poor, political crackdowns are carried out openly. It is apparent from the wealth of detailed information obtained by the State Department that whilst Cuba might be determined to suppress
political opposition, it is doing so by making public examples of dissidents rather than acting covertly.
The two countries chosen have very different political and socio-economic histories, which may account in some measure for the different ways in which
