Discussion The goal of this agency is to provide needed services as quickly as possible at the lowest cost to those who request our assistance. In order to
do that, we have to run the most efficient agency possible; that means we need enough people to do the job, and no excess; enough materiel to do the job,
and no more; and a strong vision of our agency as it can and should run. If we have that in mind, we can reach our goals as stated
above. The most important function of the Human Relations department is human resources planning. It is axiomatic that unless we plan adequately for the future, we will fall short
of expected performance goals, or have to "scramble" at the last minute to meet staffing needs. We need to set short, medium and long-range goals, taking into account both
daily operations and special projects. We can, of course, use temporary help where necessary, but security concerns make that far less preferable than having our own people available when
needed. Once we have our goals in mind and our personnel needs sketched out for the next 12-18 months, the second most important function is recruitment. If we are
to fulfill our mission we have to have the most qualified employees we can find, and that in turn means that we should seek out the best possible potential workers
