the years as have the functions within the department. Different organizations and writers discuss the role of human resource management differently but the Society for Human Resource Management says that
the human resource executives "main job is to be change-management director of the organization" (SHRM 1998, p. 1). If this definition is accepted, then, it is the responsibility of human
resource professionals to forecast changes and to plan for those changes. It may be an ongoing quest, but it is one that must be accomplished effectively in every company. We
might look to the concept of strategic human resource management as one effective approach to deal with the a changing environment. Human resource managers have become an integral part of
the companys overall strategic planning process (Pophal, 1999). One successful HR director, Vander Meulen, said that to become involved in the companys strategic planning HR managers needed to begin strategic
planning efforts with their own departments (Pophal, 1999). Vander Meulen suggested that HR departments begin this effort with "succession planning or development planning" (Pophal, 1999, p. 90). This type of
planning requires forecasting what kinds of skills and knowledge the company is going to need over the next few to several years (Pophal, 1999). Changes in the market can happen
almost overnight and the companys success or failure may depend entirely on how adaptable the workforce is. It is the workforce that is asked to adapt quickly, thus, it is
