scope incorporates all aspects of personnel, welfare of employees, and industrial relations. This department is responsible for recruiting, selecting,, placing, transferring, promoting and laying off employees. It is responsible for
development and training, compensation, performance appraisal, health and safety. In terms of industrial relations, human resources negotiates with labor unions, collective bargaining, grievance procedures and resolving disputes (Expertscolumn 2009; Chapter
1 Human Resource Management). Effective human resource management begins with designing the jobs that complete the tasks needed. The knowledge and skills needed for success with each job title
need to be identified and reviewed periodically. Knowing exactly what skills and knowledge are needed instead of simply hiring by job title will lead to better selection. Human resource management
intends to improve both efficiency and productivity (Expertscolumn 2009). The end goal is to improve human relations within the organization, which is accomplished through policies and procedure that will optimize
the talent on staff (Expertscolumn 2009). The major functions of human resource management include but are not limited to: human resource planning; recruitment, selection, and placement; training and development of
employees; establishing compensation plans, including incentives, bonuses, health and other welfare options; collective bargaining; grievance resolution; developing and implementing motivational programs; and establishing performance appraisal procedures (Expertscolumn 2009; Chapter 1
Human Resource Management). In recent years, the roles of human resource managers have changed. This is no longer just a department that performs the typical tasks of hiring and firing.
