departments have other divisions under their umbrella. For instance, the City of Huntington Beach (2008) is responsible for the Risk Management Division. The components in any human resources budget
must include a long list of items. Exactly what elements or components are included will depend on company/organization policies, the organizations budget process, the accounting system, and the nature of
the business. The City of Huntington Beach (2008) reported that they are responsible for managing employee recruitment, testing, and selection; planning and implementing training programs across the city; coordinating labor
relations meetings each month and following up as needed; managing safety and contact with safety agencies; managing the classification of positions and compensation plans; managing labor relations; and providing training
and information on a regular basis to employees about their benefits programs and how to use them (City of Huntington Beach, 2008). Huntington Beach also outlines their responsibilities in terms
of risk management. These include preparing annual reports regarding claims statistics, insurance coverage, renewing insurance and evaluation; investigating, evaluating, processing and settling any liability claims that may be filed; process
claims for reimbursement; coordinating and processing workers compensation claims; maintaining an occupational health and safety exposure reduction program; and processing more than 14,000 insurance certificates each year (City of Huntington
Beach, 2008). Most budgets will include most of these line items: recruitment and selection which may in turn, include internal efforts and/or external activities, such as outsourcing; salary and wages,
