While a predisposition towards crime because of genetics cannot be addressed within law enforcement or criminal justice, effective preventative measures can be implemented to reduce crime from most segments of the population. The most effective of these preventative measures is harsher sentencing. THE CONCEPTS OF GOOD AND EVIL ARE CONCEPTS THAT ARE DEFINED MORE BY RELIGION THAN THEY ARE BY LAW ENFORCEMENT OR CRIMINAL JUSTICE. EVIL, HOWEVER, IS FRAMED WITHIN THE CONCEPT OF GOOD. IN "PROVIDENCE AND THE PROBLEM OF EVIL" AUTHOR RICHARD SWINEBURG APPROACHES THE CONCEPT OF EVIL FROM A CHRISTIAN PERSPECTIVE. TO SWINEBURG (1998), ALTHOUGH EVIL IS THE OPPOSITE OF GOOD IT MIGHT BE VIEWED AS AN INCENTIVE FOR DOING GOOD. SMEDES (1987, 54) INSISTS, IN FACT, THAT AS HUMANS WE HAVE A "DEEP PRIMITIVE SENSE THAT MORALITY IS WOVEN INTO THE FABRIC OF OUR HUMANNESS...MORALITY IS A BASIC COMPONENT OF ANY HUMAN SORT OF LIFE, A REALITY WE FEEL SURELY EVEN IF WE CANNOT DEFINE IT CLEARLY". ALSO PRESENT, OF COURSE, IS THE ELEMENT OF EVIL. THE RESULT IS THAT WE ARE NOT INHERENTLY MORAL AND WE HAVE TO WORK TO ACHIEVE OUR MORALITY. PART OF THAT WORK HAS BEEN THE DEFINITION OF VARIOUS LAWS THAT DEFINE WHAT IS CONSIDERED OK IN OUR SOCIETY AND WHAT IS NOT CONSIDERED OK. MOST INDIVIDUALS WILLINGLY STAY WITHIN THE CONFINES OF THOSE LAWS BUT OTHERS ROUTINELY VIOLATE THEM. THIS IS WHERE LAW ENFORCEMENT AND THE CRIMINAL JUSTICE SYSTEM COME INTO PLAY FOR THE PURPOSE OF PREVENTING CRIME, APPREHENDING THOSE THAT COMMIT CRIMES, AND PUNISHING THEM.
