Measurement, Inc. is a private company located in Durham, North Carolina. It develops, administers and scores achievement tests for public school systems on the
state level as its primary business. As such, its "product" is a service rather than a tangible item that can be ordered and shipped, and virtually all of its
software production is for internal use or as proprietary information shared with customers. It is a company heavily dependent on its data processing function, yet the data processing manager
struggled for some time to gain approval for development of a website for the company. It was only the complaints of customers who preferred communication through email that convinced
the companys founder to admit that the Internet was more than a passing fancy that would never be important to Measurements business. The
company has grown at exponential rates over the past several years, and the growth anticipated for the future is even more impressive as public school systems are held to greater
accountability by legislators and parents. Now that customers - i.e., state education departments - have gained access to Measurement through email, increasing numbers of them are requesting online administration
of Measurements tests. The same data processing department that consisted of four programmers and a manager a decade ago now numbers more than sixty employees, four managers and a
