that is a part of the workforce, creates income, and this is true for the present and for the future as well. Trends related to education and on the job
training are relevant in noting economic well being of nations today and in the future (Wolff, 2004). Mihm (2003) examines the issues as they relate to management of human
capital. He notes that relevant organizations are cognizant of human capital challenges and they make plans to change things in response to changes in the workforce (Mihm, 2003). In other
words, at the corporate level at least, if there are problems in respect to human capital retention, they are immediately addressed. This point is well taken. In the context of
global enterprises, the goal is to make money as opposed to other goals of government or public sector ideals. Yet, Mihm (2003) points out that governments throughout the world do
understand that there are challenges in the "demographic makeup and diversity of their senior Executives" (p.6). One relevant finding is that diversity is equated with strength and can contribute
to the achievement of good results (Mihm, 2003). An example of how this might appear in practice comes from the United Kingdom. There, a program called Pathways serves to identify
those candidates who have the potential for senior management (Mihm, 2003). By doing something like this, human capital is developed and retention in the future is a real possibility. By
