United States, or perhaps more specifically, towards President George Bush. Like any international leader, and especially a leader that the United States has problems with, there are many opinions concerning the leader of Venezuela. While some articles, critics, reporters will focus on his turning towards China and Cuba and possibly socialism, others will argue that Chavez has tried, many times, to have good relations with the United States but that the United States refuses to move forward together. With that in mind the following paper examines Hugo Chavez and Latin Americas relations with the United States. Hugo Chavez, Latin America, and the United States As noted, there are those who argue Chavez is evil and there are those who argue that his good efforts have been dismissed by the United States. In the opinion of one author, when "Venezuelan President Hugo Chavez came to power in 1998" he began "promoting his anti-U.S. agenda."1 However, in the words of another, he has offered oil at very low prices, lower than the Middle Easts prices, offered help during Hurricane Katrina, and brought oil to poor communities in the United States.2 The offer of lower oil prices and the offer for Katrina were both turned down by the United States.3 With this in mind the essay clearly cover both sides of the opinions concerning Chavez and his relations with the United States.
