positive. Professionalism is important in both the private and public sectors and spans almost every type of organization conceivable. Professionalism will be defined, but first, the topic at hand is
how to endow the Foreign Service of Guatemala with a sense of professionalism. How can this small country, and its foreign service, become a better organization through the use of
techniques to render it more professional? In examining the issue, it is also important to define the foreign service agency generically to understand what its goals should be. The nation
should also be examined and a model for comparison purposes should be provided as well. In defining the foreign service, and the purpose of the foreign service in a general
sense, it is difficult to take the foreign service of Guatemala very seriously. Its presence is scant at best. Indeed, to professionalize this agency in Guatemala, it is important to
explore what the foreign service should do in a general sense rather than look at what Guatemala has done in the past. What better way to do this than to
use the United States foreign service as an example? The Foreign Service of the United States is much more detailed and much larger than an office will ever be in
Guatemala. Further, the cultures are different. Yet, despite that, it is also true that the U.S. can serve as an example in which to create a model for Guatemala to
use in the future. This is because the U.S. model is tied to professionalism. Of course, the U.S. model should not be used exclusively, but will still serve as an
ideal reference point as this topic is explored. Before delving into the creation of a new agency in this unique country, it pays to look at its history.
