First published in 1891, Jacob A. Riis "How the Other
Half Lives: Studies Among the Tenements of New York" provides a window back in time to the issues of New York tenement housing. New Yorks housing situation has experienced
various highs and lows over time. One of the means of bettering that situation was the introduction of the tenement. While that goal was at first accomplished, the
tenement quickly evolved to represent the worst living conditions in any of the worlds cities. The living conditions that ultimately came
to represent the New York tenement even surpassed the horrendous conditions that were being experienced in London. Riis titled his book in recognition of the fact that although this
was the case few outside the tenements actually cared! In his introduction to "How the Other Half Lives" Luc Sante explains:
"The half that was on top cared little for the struggles, and less for the fate of those who were underneath, so long
as it was able to hold them there and keep its own seat" (Riis, 1971,5).
The "upper half" only began to care about the rampant problems in the tenements when the situation was so bad that it
could no longer be ignored, when the tenements were busting as the seams and the resulting upheavals were so volatile that their effects reached outside the tenements to touch mainstream
