An encouraging trend in international environmental policymaking in recent years has been the emergence of new institutions for bringing science to bear on critical policy issues such as strategies for conserving biodiversity (Reid 16). The Convention on Biological Diversity (CBD) was drafted without the benefit of an international scientific assessment. The CBD encourages governments to take certain actions but does not require them to achieve particular goals or funding levels. The lack of scientific input was not a serious impediment to its formulation and adoption, however. A common understanding of the underlying scientific issues will become much more important as governments develop strategies for conserving biodiversity, use it sustainably and establish monitoring programs, networks of protected areas and training programs (Reid 16). The Global Biodiversity Assessment (GBA) is one valuable resource in this area. The GBA, which was commissioned by the United Nations Environment Programme to assist governments in implementing the CBD, is an independent analysis of the state of scientific knowledge about biodiversity. More than 400 experts from 50 countries participated in preparing the report (Reid 16). Five hundred others were involved in its review (Reid 16). It has become widely accepted as state of the art in respect to the science of biodiversity (Reid 16). GBA was for the most part unofficial because governments neither requested the assessment not did they appoint the scientists who participated in it.
