twentieth century world wars, it was not the lone source of innovation. In fact, prior to the advent of technology, there were two factors that historically shaped all military
innovation - economic considerations and the articulation of a doctrine that formulated strategic and tactical maneuvering and also reflected a countrys national objectives. Technology cannot in and of itself
secure military victory for a country. It is only one means to a desired end. However, economic conditions determine how much money can be spent on technology, and
without sufficient financial means, other options must be implemented. In addition, troops cannot launch effective offenses or defenses if they do not have a clear understanding of combat goals
and how to achieve them or how to correct past mistakes to ensure future successes. World War I was the first modern war, and its duration plunged much of Europe
into a lengthy economic depression thereafter. To the victor went the spoils, but unfortunately the winners of the war seldom paused to assessed what was affective and what failed
miserably. For example, the First World War negatively affected the French armys learning capacity because its offensive oriented doctrine had exposed its tactical assumptions as unrealistic (Murray and Millett
1996, 29). Instead of composing a doctrine for the future, which would have encouraged military innovation, the French opted instead to forget about the war as if there would
be no other of a comparable magnitude. Great Britain would do the same. Besides, their economies allowed them little capital to prepare for another war. As for
